Fine not updating address driving licence
To change your address by mail, complete the Driver License Change of Address (Form DR-500-039) and send it to the address on the form.
You can change your address on your driver's license/identification card records in person by visiting your local WA DOL office.

As pp said, the fine is for not keeping the DVLA updated as to your whereabouts.

In order to calculate what your fee will be, to obtain new documents, you can use the DOL fee calculator or the DOL License e Xpress service.
The fees you pay may also include: Some WA DOL offices may charge additional service fees.
If you'd like replacement documents showing your new address (optional), you'll need to pay the following fees upon application: Registration and title fees vary by vehicle type, weight and location.I moved into my address 2 years go and only got around to telling dvla a couple months ago, i'm pretty sure i just sent off my change of address/ license and they sent new one back.It would prob only be a problem if you had had to produce it at some point. Is there any way that I can get away without a fine? Also it is the law to carry your driving licence every time you drive in Cyprus so I can't send it back!I'm just going to change it when we get back to the in 18 months.
